Thuongmai University in the period 2005-2010

THE GENERAL SITUATION
During the period 2005-2010, the University had profound and comprehensive innovations in all fields of operation in order to improve the training quality meeting the demand of the society and making a firm foundation for the University to develop sustainably in the context of the country’s integration in the WTO and amid the global depression.

The training goals and scale:
The University’s mission was to build Thuongmai University an advanced multi-sectoral university in different economics and commercial fields of Vietnam with a good prestige in the region and the world; a leading centre of scientific research, technology transfer providing prestigious training in trade, tourism, services, and intellectual property investment; a high quality culture centre with necessary competence and conditions for truly global integration in education and training. 

UNIVERSITY TRAINING
In the period, the University continued to open new majors and specialities and expand the training scale to meet the need for high quality labor force of the economy and the society. The development of new majors and specialities was considered on the basis of the social demand. In the school year 2004-2005, the University offered 10 majors with 15 specialities, the scale of regular training system was also broadened to match the development of new majors/specialities: the number of enrolled regular full-time students increased from 2,370/year in 2005 to 3,700/year in 2010. 

To prepare for the transition from school year-based to credit-based training, the University focused on rebuilding all training programs on the basis of the curriculum published by Ministry of Education and Training to suit the University’s specialized majors; recompiling all course outlines using form No. 4; enhancing the compilation and publication of coursebooks, learning materials, sample lectures, electronic lectures, etc. The activities became a widespread emulative movement having positive impact on all units and members of the University. As such, in the school year of 2007-2008, the University  successfully shifted to the credit-based training system. The training outcome of the credit-based system illustrated the right policy of the Party Unit, the decisive direction of the Board of Rectors and the determination of all the staff and the students for the success.

INTER-COLLEGE TRANSFER AND IN-SERVICE TRAINING 
During its innovation and development, Thuongmai University offers a variety of training types to satisfy the demand of the society and the learner. In 2004, the University opened the transfer system from junior college to university for those with college degrees defered by Thuongmai University or colleges in Hà Nội, Hưng Yên, Hải Dương, Hải Phòng, Nghệ An, Đà Nẵng, Hochiminh City, etc. In  2010, the University continued offering transfer training from the intermediate level to university level and training college bachelors of Business Administration with the specialities of Tourism Administration and Marketing with a stable number of enrolled students per year (300 students on average).  

IN-SERVICE TRAINING
In-service training continued to be carried out in the University and partnering establishments in the whole country. In-service training administration and organization was implemented under the principles of the credit-based system by Faculty of In-service training and specialized faculties with in-service operations. Each year, the University organized two enrollment sessions for the in-service system in the quantity granted by Ministry of Education and Training (from 2,000 to 2,500 students/year).

POST-GRADUATE TRAINING 
Post-graduate training has always been developed in both the major and the scale. Prior to 2005, the post-graduate system had had only 1 speciality, but in 2005 post-graduate training specialities were added: 3 specialities for training masters of economics and 4 for training doctors of economics. Post-graduate training administration is done strictly to the regulations set by Ministry of Education and Training and Thuongmai University. Since 2009, the University has satisfied all conditions under the new regulations of the MOET, and since 2010 it has transferred to training under new regulations. The annual enrolled number for graduate students is 300 and PhD students 30-40.

The organizational structure and political-social organizations in the University:
THE PARTY UNIT
Under the Resolution of the 22th Congress, the University’s Party Unit confirmed the approach and policies to continue innovating and developing the University in the new context including implementing the transference from school year-based to credit-based training; renewing university and higher education training contents, programs, and methods; promoting new majors/specialities; improving the quality of science-technology activities along with the development of modern trade and the economic-social development of Hanoi City; improving staff quality with a focus on building, planning and training the pioneering scientific staffs for the majors escecially doctors, associate professors, etc. 

The Congress elected 11 members of the Executive Board including Nguyễn Thị Xuân Thảo as the Secretary of the Party Unit, and in the school year 2009-2010 Mr. Nguyễn Bách Khoa was elected as the Party Unit Secretary.

The 22nd Congress of the University’s Party Unit was held on the 7th and 8th May, 2010 on which Mr. Đỗ Minh Thành was elected as the Secretary of the Party Unit.

FOUNDING AND COMPLETING FACULTIES AND DEPARTMENTS IN THE UNIVERSITY
Stemming from the need for innovation and development, the University has restructures and developed several units as follow:

•    In 2005: 
Faculty of E-commerce was established including 3 sections of Strategic Administration, E-commerce Operation Administration, and E-commerce Information Technology. Department of Political Affairs and Student Affairs was also set up in this year. 

The following faculties were also completed: Faculty of Business Administration (which was comprised of 3 departments of General Administration, Commercial Business Administration, and Trade Law);  Faculty of Hospitality and Tourism (comprised of Tourism Business Administration, Tourism Marketing, and Hospitality-Tourism Service Administration); Faculty of Marketing (comprised of 3 departments of Commercial Marketing, Logistics, and Quality Management); Faculty of Accounting and Finance (comprised of 4 departments of General Accounting, Business Accounting, Business Finance, and Statistics - Analysis); Faculty of International Trade (comprised of 3 departments of International Trade Operation Administration, Financial Adminitration, and Information Technology); and Faculty of Economics (comprised of 3 departments of General Economics, Business Economics, and Economics)

•    In 2006:
Faculty of Marxism-Leninnism and Hochiminh Ideology was founded comprising three departments of Marxist-Leninnist Philosophy, Marxist-Leninnist Political Economics, and Scientific Socialism and Hochiminh Ideology. Also, the Centre for International training and the Centre for Brand Administration were set up. 

•    In 2007:
More Faculties were established including Faculty of Finance and Banking (comprised of departments of Bank-Security and Business Finance); Faculty of English (comprised of departments of English Theory, English Translation and Interpreting, and English Practice); and Department of Testing and Education Quality Assurance. Due to the requirements of the innovation and development, several faculties and departments were renamed to match their responsibilities: Faculty of Accounting-Finance as Faculty of Accounting-Auditing, and Department of Personnel Organization-Administration as Department of Personnel-Inspection.

•    In 2008:
The following faculties were set up: Faculty of Business Informatics (comprised of departments of Econometrics, Economic Maths Methods which had been formed on the basis of Department of Mathematics, Basic Informatics which was the new name of Department of Informatics under Faculty of International Trade, and Information Technology which was the new name of Department of E-commerce Information Technology under Faculty of E-commerce), and Department of General Affairs.

Faculty of Maxism-Lennism and Hochiminh Ideology was renamed as Faculty of Political Theory; several departments under faculties were established including The Basic Principles of Marxism-Lenninism; Vietnam’s Revolution Approach; and Hochiminh Ideology. Department of Auditing was set up under Faculty of Accounting-Auditing; and Department of Microeconomics and Department of Macroeonomics were set up under Faculty of Economics. Faculty of International Training was set up on the basis of the previous Centre for International Training that consisted of the management office and Department of French and Department of China. 

Several centres were set up under the University including the Service Centre, the Network Administration Centre, and centres under faculties consisted of the Centre for Practice Training and E-commerce Transfer (under Faculty of E-commerce), Smart learn Foreign Language Centre (under Faculty of English); Department of General Economics under Faculty of Economics was transferred to Faculty of International Trade.   

•    In 2009:
Faculty of Trade Law was set up with departments of General Law and Specialized Law; Department of Human Resources Administration was set up under Faculty of Business Administration. Centres under faculties and departments were established including the Centre for Accounting-Auditing Training and Transfer (under Faculty of Accounting-Auditing), the International Foreign Language Centre (under Faculty of International Training), the Centre for Photocopy Service (under Department of General Affairs).   

At present, the University’s organizational structure consists of 17 faculties (Business Administration, Hospitality-Tourism, Marketing, Commercial Business, Accounting-Auditing, Economics, International Trade, E-Commerce, Finance-Banking, English, Business Informatics, Trade Law, Human Resources Administration, Ineternational Training, Political Theory, In-service, and Post-Graduate Administration); 8 departments (Training Administration, Personnel-Inspection, Science-Foreign Affairs, Planning-Finance, Political and Student Affairs, Testing and Education Quality Assurance, Facility Administration, and General Affairs); 3 units directly under the University (Medical Clinic, Student Dormitory, and Trade Science Review); 1 institution and 4 centres under the University (the Institution of Commercial Development, the Library-Information Centre, the Service Centre, the Network Administration Centre, and the Centre for Student Career and Business Relations), and 1 department under the University: Department of Physical and Military Education. 

THE UNIVERSITY’S TRADE UNION
From 2005 to 2010, the University’s Trade Union held the 22nd Congress (2005), the 23rd Congress (2007), and the 24th Congress (2010). Ms Trịnh Thị Sâm was elected as Chairman of the University’s Trade Union for the 22nd, 23rd, and 24th terms. The University’s Trade Union serves as the centre organizing and collaborating with functional units to timely implement social and charity events (aid for disadvantaged mountainous areas, building work houses for teachers in Na Rì – Bắc Cạn, supporting people in the flood and storm-prone areas, raising funds for the poor, raising funds for victims of Agent Orange, supporting to build the monument cluster of 10 young female martyrs at Dong Loc intersection, etc.). The total sum of donations was over VND865 million. Every year, the percentage of the Union members granted title of excellent Union members is over 55%.

THE HOCHIMINH COMMUNIST YOUTH UNION AND THE UNIVERSITY’S STUDENT UNION
The University’s Hochiminh Communist Youth Union held 3 successful congress sessions: the 22nd Congress (2005), the 24th Congress (2007), and the 25th Congress (2010). Mr Phạm Tuấn Anh was the Secretary of the University’s Youth Union for the 23rd and 24th terms, and Ms Nguyễn Thị Minh Nhàn was the Secretary for the 25th term.

The University’s Student Union held the 3rd Congress in 2008 and the 4th Congress in 2010. The network of students has been increasingly complete and has led a number of meaningful activities.

THE UNIVERSITY’S VETERAN ASSOCIATION
In 2005, the University’s Veteran Association held the 2nd Congress. Mr Lê Xuân Đích was again elected as the Chairman.

The University’s Veteran Association has shown a strong political and exemplary sense being the pioneer in every given task and maintaining the discipline in work. A number of the members have become good examples for the young generations to follow. The Association’s events include supporting war invalids to remove dilapidated houses, visiting former battle fields, etc. which attrat not only members of the Veteran Association but other members of the University’s staff as well. The Association have been granted Certificates of Merits by Hanoi City’s and Vietnam’s Veteran Associations for years.
  
SCIENCE – TECHNOLOGY DEVELOPMENT 
Over the past 5 years, the University’s science -  technology activities have been conducted under the policy of combining education and training with modern trade development to effectively serve the country’s modernization, industrialization, and global integration and Hanoi City’s economic – social development. As of 2010, the University had implemented 29 ministry-level science projects, 72 university-level science projects, and 28 university-level R&D projects. Within 3 years from 2008 to 2010, the University has conducted 7 ministry-level key projects. The University has directed and encouraged scientists and lecturers to participate in the implementation and bidding registration of ministry-level key projects (including projects of Ministry of Education and Training, Ministry of Science and Technology, and Ministry of Industry and Trade) with the total number of 114 ministry-level scientific research projects (including 6 key projects).

The University pays attention to faculties’ and departments’ scientific and academic activities. The compilation of coursebooks, references, and monographs contains innovations and adjustments in order to build the best material system for teaching and learning. So far, all most all of the courses especially new and specialized courses use 3-5 compulsory references, and the specified number of foreign compulsory references depends on the number of credits earned in each course. From 2005 to 2010, 19 new course books were published, and 20 were revised with complements and adjustments. In addition, the construction of the material system for training was reinforced, and the information and library centre met the increasing needs for traditional and electronic  research and learning materials of lecturers and students.

The International Scientific Conference on Corporate Social Responsibility (2008)

The movement of scientific research among students attracted the interest and participation of students. The movement’s results had positive and practical impact on student’s learning outcomes, encouraging them to actively participate in other academic activities started by the University.  

Within the 5 years, the University successfully hosted 3 national conferences, 4 international conferences, and 3 University-level conferences. The success of the conferences affirmed not only the organization capacity but also the scientific competence of the scientists and lecturers and the University’s prestige and status in the field and the society.

Over many years, the Trade Science Review has developed in both the form and the quality. The number of publications increased to one volume every two months. The Trade Science Review created conditions for scientists, staffs, and lecturers to accomplish their scientific research task.

EXTERNAL AFFAIRS DEVELOPMENT
In this period, the University intensively promoted domestic and international cooperation in training, scientific research, and lecturer and student exchange with domestic and foreign universities in order to improve the quality of the staff and lecturers’ foreign language ability in teaching and scientific research, step by step accessing the advanced training methods and contents of foreign training establishments. 

This was also the period of strong development both extensively and intensively of efffective cooperations with universities of France, Austria, Japan, Australia, China, Taiwan, Italy, etc. The joint bachelor training and international transfer programs were extended in both the scale and the training majors. In the school year 2007-2008, Thuongmai University became the first university in Vietnam to offer administration training major under the international credit-based transfer programs attracting students from China and France to study and achieve Vietnam’s bachelor degrees, which is meaningful in promoting the University’s international image and reputation and creating incomes for the University. There were 3 short-term training courses lasting 3 months with 97 students, 3 classes of the 2+2 cooperative training programs with 181 students and 4 classes of the 3+1 cooperative training programs with 252 students, which was one part of the University’s cooperation with Guangxi University for Nationalities and Guangxi Institute of Economics and Finance.

The University complied with all the government’s laws and regulations on foreign affairs in organizing groups coming in and out of the country. The University sent working groups abroad to study and learn experience of credit-based training administration, higher education administration, and advanced training programs. The outcome of the visits created conditions for the University to improve the credit-based training programs, gradually apply advanced training methods, and making new cooperations and projects on training and scientific research including the Vietnam-Italy training centre which is under construction.

Highlights
•    The University solemnly held the 45th anniversary in November 2005. 
•    At the openning ceremony of the school year 2007-2008, Prof.Dr. Nguyễn Bách Khoa – Rector declared Thuongmai University’s shift to credit-based training system
•    Vietnam’s Vice President Nguyễn Thị Doan visited the University on Vietnam Teacher’s Day on November 20, 2007 and planted souvenir trees
•    In January 2008, the University issued the learning outcomes for the majors which were published on the University’s website
